End of Term Evaluation of Irish Aid’s Programme Grant II to prevent blindness and promote the rights of people with disabilities in Sierra Leone, Liberia, Cameroon and Senegal

Sightsavers is looking for external evaluators to undertake the end of term evaluation of Irish Aid’s Programme Grant II to prevent blindness and promote the rights of people with disabilities in Sierra Leone, Liberia, Cameroon and Senegal.

Context

Irish Aid Programme Grant II (IAPGII) is a €12.7 million, five-year programme (1st January 2017 – 31st December 2021) supporting the continuation and/or redesign of eight projects launched originally in 2012.

Sightsavers Ireland implements IAPGII in partnership with an extensive network of government and civil society organisations in the four countries in the Western Africa region

The programme aims to contribute to poverty reduction through improved access to good quality eye health, education and equitable social inclusion. The programme’s main objectives are:

  • Improved access to eye health services for women, men, girls and boys.
  • Large-scale health interventions contribute to elimination of River Blindness.
  • Girls and boys with disabilities have access to improved, inclusive, quality education alongside their peers.
  • Greater participation of women and men with disabilities in local and national political processes.

Purpose of the Evaluation

With one year to go before the end of programme, Sightsavers seeks to hire a qualified consultant team to undertake a formative evaluation. The overall purpose of the evaluation is to assess the emerging results and progress towards impact the programme is having on the lives of the people and communities served by the IAPGII projects.

The evaluation will include data from all projects and countries, covering the thematic strands of eye health, inclusive education, political participation and neglected tropical diseases (NTDs). Gender, inclusiveness and equity, and programme activities related to capacity building of southern partners are important cross-cutting issues that the evaluation will consider across all the thematic areas.

The evaluation also requires a participatory approach to facilitate engagement with key stakeholders, to give voice and ownership, and to capture a broad range of information and contributions to inform the learning opportunities from the exercise.

The evaluation report will produce a set of specific recommendations for similar, future project designs, and identify any cross-cutting or organisational level lessons and key learning points.

Please note that the scope, methodology and timing of the evaluation will require some flexibility in order to adapt and respond to the unfolding Covid-19 pandemic.

Consultant Requirements

The members of the Consultancy Team should possess the following qualifications:

  • Experience in monitoring and evaluation for international development project/ programmes, with strong skills in both qualitative and quantitative approaches.
  • Prior experience working in the West African region, including fieldwork experience is essential.
  • Thematic expertise/comprehensive understanding of preferred practices/policy issues at global and local level.
  • Prior social inclusion, education and eye health evaluation experience.
  • Experience of carrying out multi-country reviews and learning exercises of an appropriate scale.
  • Ability to produce concise, readable and analytical reports.
  • Excellent communication skills in written and spoken English. At least one team member should also be fluent in French.
  • Experience designing and facilitating multi-stakeholder workshops and/or theory of change reviews.

Timeframe

The Consultancy Agreement is expected to start in June 2020, with the final evaluation report due to be submitted by March 2021. However, as noted in the terms of reference, the timing of this exercise may change, and we will require some flexibility to adapt to the Covid-19 pandemic. The total input is expected to be between 80-100 person-days.
