End Term Evaluation Consultant
Consultancy length: We anticipate the work will require approximately 60-90 person days input by the consultancy team, depending on the methodology and approach proposed. The work will be conducted between September 2023 and February 2024.

Programme name: Improved access to affordable, quality eye care services for people, with and without disabilities, in South-West region, Malawi and Karamoja region, Uganda
Programme information
The programme aims to have a transformational effect on the lives of some of the most marginalised people in Malawi and Uganda, working through the existing health systems to enable everyone to access quality eye care, with a specific focus on people with disabilities, women and nomadic pastoralists. According to the programme design, it will support the provision of eye examinations for up to 55,000 people in Uganda and up to 88,920 people in Malawi.
Up to 4,000 cataract surgeries will be supported in Uganda, and up to 5,928 cataract surgeries in Malawi. In addition, health staff will benefit from training to advance their skills in eye care as well as disability inclusion and gender mainstreaming. The programme will target marginalised groups to ensure that they are aware of, and can access, quality eye health services. Families and the wider community will benefit from sensitisation to encourage health-seeking behaviour.
Purpose of evaluation
The purpose of the end of term evaluation (ETE) is to assess performance of the programme and to understand what specific learnings can be taken forward in future programme design and implementation. It is also intended that the evaluation will contribute evidence and/or insight towards some of Sightsavers’ thematic learning questions, particularly related to eye health, refractive error, and relevant aspects of social inclusion.
The period under review is the full programme duration of November 2020 – October 2023. The ETE will also build on the findings of the mid-term review and annual reports, considering the recommendations and actions taken.
Evaluation team
The evaluation will be issued to an external independent consultant or consultancy company through an open tender. It would be beneficial if the lead consultant and/or team members are located in either or both of the project countries. Team members should have the following core competencies and experience:
- Extensive experience in monitoring and evaluation for international development project/programmes, with strong skills in both qualitative and quantitative approaches.
- Prior experience working in Sub-Saharan Africa is essential, including primary data collection, preferably in Malawi and Uganda.
- Thematic expertise in eye health and inclusive health with comprehensive understanding of preferred practices/policy issues at national and global levels.
- Prior eye health work/evaluation experience, as well as knowledge and expertise of inclusive health, disability inclusion and gender mainstreaming.
- Experience of carrying out multi-country reviews and learning exercises of an appropriate scale, including participatory methods such as Most Significant Change.
- Ability to source and manage additional support with relevant services such as data collection, translation, sign language interpretation, and transcription, in Malawi and Uganda when necessary.
- The team lead should have significant experience of managing multi-national teams to conduct evaluations including complex data collection. An experienced team member dedicated to evaluation coordination, administration, and logistics would be highly beneficial.
- Ability to produce clear, concise, and analytical reports in English, with excellent attention to detail, and to meet agreed deadlines.
- Experience of produce learning and summary documents to share findings and recommendations with diverse audiences in clear and engaging ways. Familiarity with accessible design principles would be advantageous.
- Excellent communication skills in written and spoken English. Fluency in local languages in Malawi and Uganda is highly desirable.
