About the role
Sightsavers is an international development organization working across more than 35 countries to prevent avoidable blindness, treat neglected tropical diseases and promote disability rights. As part of our inclusive eye health portfolio, we design and support implementation of different interventions to approach eye health services com undeserved communities and marginalised groups.
The Programme Officer is responsible for managing the daily activities and execution of programmes with assigned partners and to enhance the quality of the Sightsavers programmes, related to inclusive eye health project.
Key accountabilities
Project Delivery
- Liaise and work with the Global Technical Leads (Inclusive Eye health and refractive Errors) and other internal expertise as required.
- Work with the country project management team and other funding / resources partner to coordinate implementation of activities and sharing of lessons learned.
- Manage all aspects of the project cycle with the partners including effective planning, implementation, monitoring and evaluation, financial and asset management, reporting, documentation, and closeout.
Monitoring Evaluation and Learning
- Support data collection, collation analysis and reporting as appropriate.
- Document learning and adaptation to feedback into project implementation, evaluation to project team, global teams including MEL team and GTLs and to external stakeholders such as partners and participants.
Working with Partners
- Build effective partner relationships and support longer term relationships that go beyond the duration of individual projects by disseminating information and advocating for Sightsavers work.
- Promote shared learning and collaboration between partners by facilitating and coordinating partner networks and meetings.
- Support partners to identify their own technical and organizational capacity building needs and facilitate access to technical assistance resources and opportunities to support them through the project cycle.
Information & Communication Management
- Ensure that the country project management team, fund-raising, and communication department in HH receive appropriate materials and information as required to support donor reporting requirements.
- Represent Sightsavers in project and disability-related meetings, and advocate for Sightsavers’ philosophy and policies.
Cross cutting issues: Social Behaviour Change, advocacy and research
- Support Organizations of people with disabilities (OPDs) in advocating for the rights of OPDs.
- Liaise with Social Behaviour change, research and advocacy department to implement these components within the inclusive eye health project.
- Support partners with implementation and monitoring of social behaviour change activities.
Financial & Resource Management
- Support monitoring of expenditure of project financial resources in liaison with the Finance Team.
- Support partners in managing and utilize project assets as per Sightsavers’ and/or donor policy.

Qualifications and experience:
- Demonstrable working experience, ideally in an NGO environment.
- Experience of advocacy work, demonstrable ability to influence government officials and/or other decision-making bodies.
- Experience of designing/managing health programmes at district or national levels using a health systems approach.
- Experience in Social Behaviour Change, advocacy, social inclusion and gender mainstreaming.
- Coordination, networking and influencing both within and outside the organization
- Excellent communication skills in English and Portuguese (both oral and written).
