The Monitoring and Evaluation Officer will be a member of the Guinea Bissau Country Office team will report to the Senior Programme Manager of The Gambia and Guinea Bissau Country Office. She/he will be responsible for all programme implementation monitoring and evaluation according to a detailed plan guided by standard protocols for NTDs. She/he will ensure that information from monitoring, evaluation and other assessments is actively used to inform and adjust project implementation when necessary. She/he will also be responsible for actively sharing and using information emerging from evaluation/review, adjustment of interventions and implementation of recommendations.
The M&E Officer will be responsible for actively seeking and providing feedback on NTDs control and /or elimination and submission of all required NTDs programme deliverables to the Guinea Bissau Country Office and Sightsavers as required by donors. The job requires extensive field trips in all the health regions in Guinea Bissau.
Under the supervision of the Senior Programme Manager, the M&E Officer will undertake key M&E functions in the NTDs Programme of Guinea Bissau including the following:
- Collaborating with the NTDs Programme Officer and team to develop a detailed programme monitoring plan and jointly use it to guide programme management.
- Collaborating with the NTDs Programme Officer to monitor and implement appropriate actions to improve efficiency and quality of project implementation.
- Managing the monitoring and evaluation system and structures of the programme
- Supporting the NTDs team to proactively verify, analyse and submit NTDs data
- Ensuring the submission of timely programme reports as per agreed format and timelines
- Providing periodic update and reports on programme implementation monitoring.
- Supporting planning and conducting baseline studies and evaluation if required.
- Working with key stakeholders and undertake regular visits to the regions, districts, communities to oversee and ensure quality and efficiency of monitoring activities.
- Supporting the NTDs team of the Ministry of Health and regional health teams in monitoring drugs and other NTDs supplies inventories and balances in the regions, districts and communities.
- Ensuring that programme monitoring system and reporting are enhanced through innovative approach.
Required qualification for the position of M&E Officer
Academic Knowledge:
Must have at least a first degree in information management systems and a certificate in M&E.
Experience
- Experience in database management systems for an integrated programme.
- Minimum of 5-6 years working experience, ideally in an INGO setting.
- Fluency in English language is essential.
- Excellent communication skills (both oral and written).
- Technical knowledge of one or more of the five leading NTDs.
- Experience in working in an integrated NTDs programme in Guinea Bissau.
- Experience in project and/or programme monitoring and evaluation.
- Knowledge of the Guinea Bissau health system
